
Tom Wingfield
Senior Associate
Tom is an expert in political economy analysis, governance reform and thinking and working politically.
A former Senior Governance Adviser for DFID/FCDO, he has more than two decades of experience in the design and delivery of governance and service delivery programs in Asia, Africa and Eastern Europe. He has been at the forefront of aid reform and improving development impact through learning, adaptation and applied political economy analysis in fragile and conflict-affected countries. With Mushtaq Khan (SOAS) and Rohini Pande (Yale) he co-designed FCDO Nepal’s innovative research and learning approach which uses a political economy framework and rigorous, independent research directly to inform portfolio-level decision-making.
Tom led Abt Associates in Britain's Governance Practice for two years where he was Project Director for the UK-funded Ukraine Good Governance Technical Assistance Facility. He began his career as an investigative journalist focussing on the links between business and politics in Southeast Asia.​
